scan disk won't run

Hi all,
First off let me apologize in advance if some of you are reading this in
other groups. I wasn't sure where to post so I posted in a few. That
said.............
I have been having trouble running ScanDisk on my computer lately (or disk
defragmenter as well).
I have closed down all apps except Explorer and System Tray yet I still get
the message that ScanDisk has tried ten times to run but keeps stopping
because there is another program running or writing to the hard drive.
I have run my spy wear program to see if anythingis running without my
knowing it and have come up blank. I don't know what to try next!!!!
Any offer to help or assistance provided will be greatly appreciated.
