I'm using Win98 Second Edition, and am having trouble with shortcut keys
in Start Menu shortcuts. Newly-defined shortcut keys in .LNKs will work,
but will fail to work after a reboot, and shortcut keys in .PIFs will
not work at all. On my Win95 (4.00.950) machine, shortcut key info.
appears to be stored in:

[HKEY_USERS\.Default\Software\Microsoft\Windows\CurrentVersion\Explorer\
Hotkeys]

The above key appears to be 'hidden'; i.e., it can only be seen if the
registry is exported to a file from a DOS boot. Can anyone tell me if
this key exists on a 98SE system? Are there any other settings in 98SE
that control the behaviour of shortcut keys?
